Two-thirds of the country\u2019s population is food insecure, including\u00a0<a href=\"https:\/\/apnews.com\/article\/unicef-funding-malnutrition-afghanistan-humanitarian-crisis-f8f8df995ce36a40e08d4e97e5dba8a4\" target=\"_blank\" rel=\"noopener noreferrer\">875,000 children<\/a>\u00a0facing acute malnutrition. Women and girls remain most at risk.<\/p>\n<p>The ongoing crisis has thrust upon the United Nations two vital but seemingly incompatible responsibilities in Afghanistan: keeping aid flowing to those most in need while also keeping pressure on the Taliban to end its appalling human rights violations.<\/p>\n<p>The abrupt loss of most international aid after the Taliban takeover in August 2021 prompted the\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2022\/08\/04\/afghanistan-economic-crisis-underlies-mass-hunger\">initial crisis<\/a>, but the Taliban\u2019s increasingly repressive policies, such as banning women from working for the UN and nongovernmental organizations, have made the situation much worse. Now humanitarian aid groups must navigate trying to deliver crucial assistance while ensuring they do not reinforce the Taliban\u2019s abusive diktats. This is not a situation that lends itself to hashtag campaigns. For aid workers trying to adhere to both the humanitarian imperative of saving lives and the principles of neutrality and impartiality, these are difficult times.<\/p>\n<p>Humanitarian organizations in Afghanistan have long depended on a degree of\u00a0<a href=\"https:\/\/www.afghanistan-analysts.org\/en\/reports\/economy-development-environment\/bans-on-women-working-then-and-now-the-dilemmas-of-delivering-humanitarian-aid-during-the-first-and-second-islamic-emirates\/\" target=\"_blank\" rel=\"noopener noreferrer\">operational flexibility<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.crisisgroup.org\/asia\/south-asia\/afghanistan\/afghanistan-taliban-restrict-womens-rights-worsening-humanitarian-crisis\" target=\"_blank\" rel=\"noopener noreferrer\">room to maneuver<\/a>\u00a0to keep urgent assistance going \u2013 whether negotiating access across front lines, running girls\u2019 schools in the 1990s, or navigating the current unofficial exemptions for women to work in the health, nutrition, and education sectors.<\/p>\n<p>However, recent UN statements have\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2023\/04\/26\/afghanistan-special-envoys-should-hold-firm-line-rights\">led to confusion\u00a0<\/a>and\u00a0<a href=\"https:\/\/www.thenewhumanitarian.org\/news\/2023\/05\/03\/un-staff-letter-women-taliban-ban-approach\" target=\"_blank\" rel=\"noopener noreferrer\">charges<\/a>\u00a0of incoherence among UN agencies, as some have allowed men staff to keep working while women cannot. While acknowledging the need for local flexibility, it is essential that heads of key agencies like the World Food Programme and UNICEF maintain a firm, consistent line that the Taliban\u2019s actions are in\u00a0<a href=\"https:\/\/unama.unmissions.org\/statement-un-afghanistan-de-facto-authorities%E2%80%99-decision-ban-afghan-women-working-un\" target=\"_blank\" rel=\"noopener noreferrer\">violation of<\/a>\u00a0international human rights law and the UN Charter.<\/p>\n<p>A\u00a0<a href=\"https:\/\/www.hrw.org\/news\/2023\/04\/26\/afghanistan-special-envoys-should-hold-firm-line-rights\">recent meeting<\/a>\u00a0of UN special envoys in Doha reportedly agreed on continued engagement without recognition of the Taliban until there is progress on human rights. While some Afghan\u00a0<span class=\"onomasticon onomasticon-cursor-default\" tabindex=\"0\" title=\"civil society\" data-tooltip=\"Civil society usually refers to a broad array of nongovernmental organizations including: community and grassroots groups, advocacy organizations, religious-based groups, labor unions, and many others. Civil society typically does what the government or businesses cannot or won\u2019t do, such as providing direct services or advocating for changes in the laws and government practices.\" aria-label=\"Explain glossary term civil society\">civil society<\/span>\u00a0groups have rejected all engagement, others\u00a0<a href=\"https:\/\/twitter.com\/KillidRadio\/status\/1652662318441046016?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">see it<\/a>\u00a0necessary to relieve the economic crisis.<\/p>\n<p>But all this will mean little if current humanitarian funding levels also\u00a0<a href=\"https:\/\/www.reuters.com\/world\/un-chief-says-international-community-worried-about-stability-afghanistan-2023-05-02\/\" target=\"_blank\" rel=\"noopener noreferrer\">do not improve<\/a>.
