Top American envoy said that US and the Taliban group reached \u201cagreement in principle\u201d on various important issues for a peace deal that could end the longest war in Afghanistan.<\/p>\n
Former US Special Representative for Afghanistan and Pakistan James Dobbins says the deal is \u2018a hopeful sign that negotiations\u2019 can begin, but warns the process has \u2018a number of chasms to cross.\u2019<\/p>\n
\u201cFirst is the Taliban willing to talk to the Afghan government and stop fighting while they do it,\u201d said Dobbins.<\/p>\n
\u201cSecondly, will the negotiations with the Afghan government succeed in reaching agreement on some new arrangements for governing Afghanistan. And thirdly, will that agreement be implemented. I don\u2019t think the US can leave until all of that has been accomplished.\u201d<\/p>\n
Dobbins was Ambassador to the European Union and is a senior fellow and distinguished chair in Diplomacy and Security at the RAND Corporation.<\/p>\n
He also served during the Obama administration as a special representative for Afghanistan and Pakistan.<\/p>\n
\u201cWe started negotiating with the Taliban in 2010 but it\u2019s been very intermittent,\u201d said Dobbins.<\/p>\n
\u201cLargely because we kept insisting that the Taliban needed to also talk to the Afghan government and they have consistently refused to do so. If they continue to refuse to do so then this agreement won\u2019t mean anything either.\u201d<\/p>\n
Moreover, US envoy Zalmay Khalilzad in an interview with The New York Times said that an agreement in principle was reached with the Taliban on the framework of a peace deal \u201cwhich still has to be fleshed out\u201d that will see the insurgents commit to guaranteeing that Afghan territory is not used as a \u201cplatform for international terrorist groups or individuals.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
